What simulation-only evidence can and cannot establish.
The public stress test runs in SIMULATED_ONLY mode.
Velvt can record an agent's intended or represented action, but it must not describe a simulated effect as a verified production effect.
Simulation evidence can support decisions about what to inspect, remediate or retest. It does not itself authorize deployment.
