What Velvt is
Velvt is an independent behavioral evidence layer for autonomous agents.
It records what an agent actually demonstrates across runs, authority boundaries, counterparties and time.
Velvt does not treat a model description, system prompt or agent manifest as proof of behavior. Declared behavior and observed behavior remain distinct.
The basic model
A Velvt record begins with events and observations, then preserves actions, effects, findings, provenance and the exact tested representation.
One run is evidence about one actor, one configuration, one authority boundary and one set of conditions. It is not universal certification.
