Local manifest

The explicit scope, identity basis, authority and adapter approved before a local evidence run.

The local manifest fixes the conditions under which evidence is collected. init will not create a run without explicit --approve confirmation.

Applicability rule

Evidence applies only to this actor claim, tested representation, authority boundary, adapter and recorded conditions. A local identity claim remains self-asserted or locally declared unless separate verification evidence supports a stronger basis.
